Trung Son Hydro-Power Project

news and photoThe Trung Son Hydropower Plant is on the Ma River in Thanh Hoa Province in northwestern Vietnam. Formerly called Ban Uon, Trung Son is a multipurpose project, providing both power generation and flood control benefits. Expected power generation capacity is 260MW, and flood control storage amounts to about 112 million m3. Initial plans include a concrete dam which would create a reservoir of some 150 million cubic meters and covering an area of about 13 square kilometers.

The World Bank's Involvement

The Government of Vietnam has requested a loan from the International Bank for Reconstruction and Development (IBRD). The project is currently scheduled for presentation to the World Bank's Board of Executive Directors during the third quarter of the World Bank Fiscal Year 2010 (between January 1, 2010 and March 31, 2010). These dates may change as they are dependent on the Government, Vietnam Electricity (EVN) and the World Bank being able to satisfactorily complete consultations, disclosure, appraisal and negotiations as currently scheduled. The Project Information Document (PID) will be updated before appraisal, when additional information about the project is available, including design information, potential environmental and social impacts, project costs, and likely dates for consideration by the World Bank’s Board of Executive Directors.

Environment Impact Assessment/Environment Management Plan and Resettlement Plan for the Access Road

In the case of the Trung Son Hydropower Project, the last 22km of the existing road to the site must be upgraded to cope with the increased number and size of vehicles that will bring materials to the project site. As this task must be completed before the start of main construction, EVN has conducted environmental and resettlement assessment and planning to mitigate related potential impacts in advance of the main project. The draft Environment Impact Assessment and associated Environment Management Plan (EIA/EMP) and Resettlement Plan (RP) relating to the proposed access road have been consulted and disclosed down to village level at the project site and in the World Bank Infoshop in Washington DC and the Vietnam Development Information Center in Hanoi.

Environmental Impact Assessment/ Environment Management Plan and Resettlement Plan for the Main Works

Vietnam Electricity, the owner of the project, is currently preparing the draft EIA/EMP and RP for the dam, related structures and ancillary works such as the workers' camp and the site roads. The RP will be part of a larger, stand alone document, called the Resettlement and Livelihood Development Plan (RLDP) which will encompass not only the compensation aspects but also livelihood impacts of involuntary land acquisition and measures to address potential impacts on ethnic minorities.
